The expedition descended through the western archive on the morning of the eleventh. Conditions in the lower vaults were as previously documented: humidity stable at [REDACTED], temperature held within tolerances. Three crates of correspondence relating to the Citadel period were located in storage [REDACTED], though seal integrity had degraded on two of the three.

Of immediate interest is a single folio containing what appears to be the working draft of [REDACTED], with annotations in the hand of [REDACTED]. The marginalia raise material questions about the public record of the negotiation. A full transcription is appended.

The quest path designated for this volume will permit the reader to follow the document's chain of custody from drafting room to vault. Three branch points have been preserved for the archivist's discretion. Recommend the dossier be advanced to Section Five for editorial review.
