No communique was issued. No press received the file. The minutes were initialed in pencil and placed in   storage.

The annex carried three corrections, two of them initialed by the under-secretary, and one written in   that has never been formally translated.

A copy was carried out   in a leather portfolio. It was not seen again until the   inquiry, and then only in summary.
