Issuance is the seam where monetary policy meets digital architecture. A CBDC must answer, in code, the question commercial banking has dodged for a century: which liability are you holding, and from whom.

Programmable money is a knife with no handle: every condition you can encode for benevolence, you can also encode for control. The bar's task is to keep that knife in plain view, not in a drawer.

Wholesale CBDC promises atomic settlement; retail CBDC promises continuous settlement. Both promise the end of the float — and with it, an entire ecosystem of intermediaries whose value was the wait.

A CBDC is privacy-preserving only by construction, never by promise. Cryptographic discipline — blind signatures, zero-knowledge proofs, tiered disclosure — decides whether the citizen carries a coin or a ledger entry that watches back.
