비상계엄
Emergency Martial Law
대통령은 전쟁·사변 또는 이에 준하는 국가비상사태에 있어서 병력으로써 군사상의 필요에 응하거나 공공의 안녕질서를 유지할 필요가 있을 때에는 법률이 정하는 바에 의하여 계엄을 선포할 수 있다.
The President may declare martial law as prescribed by law in time of war, armed conflict, or similar national emergency.

본인은 대한민국 대통령으로서 2024년 12월 3일 23시를 기하여 대한민국 전역에 비상계엄을 선포한다.

23:00 — 비상계엄 선포
국회 앞 시민들이 모여들기 시작했다. 군용 차량이 여의도로 진입하고, 헬기 소리가 서울 하늘을 가득 채웠다. 그러나 사람들은 물러서지 않았다.
Citizens began gathering before the National Assembly. Military vehicles entered Yeouido and helicopter noise filled Seoul's sky. But the people did not step back.
국회의 응답
190명의 국회의원이 본회의장에 모여 계엄 해제 요구 결의안을 가결했다. 헌법 제77조 제5항 — 국회가 계엄의 해제를 요구한 때에는 대통령은 이를 해제하여야 한다.
190 lawmakers gathered in the plenary chamber and passed a resolution demanding the lifting of martial law. Article 77(5) of the Constitution.

시민의 밤
The Citizens' Night
영하의 추위 속에서 시민들은 국회를 지켰다. 소방차 바리케이드, 맨손의 저항, 그리고 헌법을 외치는 목소리. 군인들은 결국 물러났다. 민주주의가 이긴 밤이었다.
In below-zero cold, citizens protected the National Assembly. Fire truck barricades, bare-handed resistance, and voices chanting the Constitution. The soldiers eventually withdrew. It was the night democracy won.

계엄 해제 — Martial Law Lifted
6시간 만에 계엄은 해제되었다. 대한민국의 헌정질서는 시민의 힘으로 지켜졌다. 그러나 이 밤을 잊어서는 안 된다.
In just six hours, martial law was lifted. The constitutional order of the Republic of Korea was protected by the power of its citizens. But this night must never be forgotten.
