Article I — Jurisdiction
The Interplanetary Commerce Authority exercises regulatory jurisdiction over all trade activities conducted within the heliocentric zone bounded by the orbit of Mercury (inner limit) and the Kuiper Belt transition zone (outer limit). All registered commercial entities operating within this jurisdiction are bound by the provisions of this charter.
Article II — Registration
No vessel, station, or planetary installation may engage in commercial resource extraction, processing, or transportation without a valid Commerce License issued by the Authority. Licenses are renewable on a five-year cycle and subject to compliance audit at intervals determined by the Regional Commerce Board.
Article III — Dispute Resolution
Commercial disputes arising between registered entities shall be adjudicated by the Interplanetary Arbitration Tribunal, convened at the Authority's discretion at the nearest licensed station. Decisions of the Tribunal are binding and enforceable across all signatory jurisdictions.
